The AGFOA Annual meeting was held in Springdale July 26-28, 2006 with the City of Springdale hosting. The meeting was particularly informative and a wide array of speakers presented valuable information on pertinent topics to Finance Directors and City Clerks. Susan Keller Kendall with Cross, Gunter, Witherspoon & Galchus, P.C. spoke on legal and personnel issues that affect local governments. Much of presentations highlighted the dos and donts of the hiring process. Walt Coleman, Coleman Dairies and NFL official gave his usual entertaining presentation on leadership. If you have never been privileged to hear Walt speak, youve missed a very gifted presenter. Kathy Harville with US Bank presented several different scenarios on the possible problems with check fraud. She covered both internal check fraud i.e. employees, vendors, etc. as well as external i.e. intercepted mail, ease of erasing checks and filling out with new names and amounts, etc. She also noted that we need to keep daily tabs on our accounts as new laws have made it where the banks are not always held liable for the fraud. David Kraft, Legislative Audit spoke on the Regulatory Audit Requirements he also was quick to inform us all that retirement is in his future! We will miss his knowledge and wish him well!! AGFOA HIGHLIGHTS CONT on page 2 HIGHLIGHTS FROM THE DISTRICT III MEETING August 3 & 4, 2006 Hosted by City of Fayetteville and the City of Goshen Fayetteville City Clerk Sondra Smith and Goshen City Clerk Fara Ferguson along with their staff hosted 28 clerks for the District III Meeting in Fayetteville on August 3 & 4, 2006. The group had an excellent meal Thursday evening at the Catfish Hole and then traveled to the Water & Sewer Operations Center for a 50s Ice Cream Social. Lynette Graham won a beautiful pearl necklace donated by Swifts Jewelry, Fayetteville, for the best costume. Nancy Wood wowed everyone by winning the hula-hoop contest. Fayetteville Mayor Dan Coody welcomed everyone Thursday morning at the continental breakfast. Presentations included: Building & Developing a Website Scott Caldwell, City of Fayetteville Purchasing Cards Andrea Foren, City of Fayetteville Parks and Recreation Grants and Services Connie Edmonston, City of Fayetteville NFPA 1142 Fire Code Lorel Hoffman, City of Goshen Washington County Jail Tour Washington County Deputy Sheriffs K-9 Officers Demonstration Robin Fields and Jason McDaniel, Fayetteville Police Department A great time was had by all!! AGFOA HIGHLIGHTS CONT from Page 1 Angela Morelock with BKD, LLP gave an excellent review of current fraud problems. She gave details on how to work with vendors and letting them know what is expected of them as a government vendor. Willie Scott spoke on Understanding What You Dont Know and Morgan Keegan gave an update on Treasury Management. Ethics in Government was the final presentation of the conference. As with all the others it was very informative. Special thanks to all those who worked hard on making the conference a success. If you were not able to attend this years meeting, plan on attending next years conference at Lake DeGray. I believe that you will find that these meetings are excellent and well worth your time and the use of your training budget. On the Lighter Side. . . A man is trying to cross the street. As he steps off the curb, a car comes careening around the corner and heads straight for him. The man walks faster, trying to hurry across the street, but the car changes lanes and is still coming straight at him. Special thanks go to Peggy for her service to our organization along with the other officers and board members. A lot has happened during the past couple of years, including devising a state certification program for Arkansas clerks. All Arkansas clerks have the opportunity to achieve this honor. Special thanks go to the members of the Education Committee and Kim Jones, Institute Director. Exciting times are on the horizon for all of us. District meetings are a great way to learn more about our jobs, our state and our peers. The annual IIMC Institute in Fayetteville will be in September. This is an intensive week of learning and I encourage each of you to attend. Your time and money will not be wasted. To each of you, I want to remind you who you are and what you stand for. What better way, than to include a paraphrase from our own IIMC newsletter and 2006 Handbook: The clerks office can be truly called the hub of local government. It is the clerk who is the contact between the citizens and the government. It is the clerk to whom most complaints are brought. The clerk gives advice on many subjects, not necessarily relating to government, but by the clerks contact with the public, they, for a great part, place confidence in the clerk as the one who can answer most any question. The clerk, if desired, can wield a great measure of influence in the community. Our organization has a great history.
