Act 671 Mandatory Treasurer Training (MTT) Update

Beginning July 1, 2026, the "treasurer" of each city and town in Arkansas must complete a special 8-hour class to comply with Act 671 of 2026. It is intended as a helpful tool in daily operations and audit compliance. Here's a breakdown of the requirements.

  • Only one person per city must complete it - the treasurer.
  • The definition for this training is: the primary financial officer, regardless of title, responsible for financial policies, procedures and audit preparation. If in doubt, answer, "Who in my city is held responsible for audit compliance?"
  • This applies to both elected and appointed officials.
  • Any city official or employee is also encouraged to take the course.
  • The training is free, unless attended during the June 2026 AML Convention. See details about that in the next news story.
  • Treasurers in the position on July 1 have until December 31, 2026 to complete it.
  • Anyone who enters the position after July 1 has 180 days (6 months) from their first day to complete the training.
  • It is a one-time requirement and there is no test or other assessment. Only completion.
  • The class includes an overview of fund accounting, revenue, budgets, payroll, internal controls, fixed assets, and more. Special emphasis will be placed on common audit findings and how to avoid them.
  • No previous training or experience applies to the requirement. Everyone in the position must take the overview course.
